Against a backdrop of global turbulence: Priorities the Belarus-China all-weather and all-round partnership

In March 2023, Belarus and China signed a Joint Declaration on the Further Development of the All-Weather, Comprehensive Strategic Partnership in the New Era, which sets out a new path for the development of cooperation between Minsk and Beijing in various sectors, including trade, the economy and investment. In May 2026, our country adopted the Directive "On the Practical Implementation of the All-Weather and Comprehensive Strategic Partnership between the Republic of Belarus and the People's Republic of China", which sets out practical plans and objectives for strengthening cooperation between the two countries over a five-year period. Among the priorities for economic cooperation with China are the deepening of industrial and technological cooperation, and the development of trade, investment and innovation. In addition, some thirty provisions of this document provide for the implementation of specific measures, including in agriculture, energy, transport, healthcare, information and communication technologies, wood processing, the petrochemical and light industries, the development of the 'Veliky Kamen' industrial park, and the strengthening of inter-regional ties. How are these objectives being implemented today? This paper explores that very question.
