Analysis of energy resilience in the face climate change

Climate change and its effects pose a real threat to humanity. There is no doubt that developing countries are the most vulnerable to its consequences. These consequences present two major challenges for developing countries. Future GHG emissions and the impacts of climate change on energy production, transport and distribution systems, which could affect access to energy. In response to this issue, the Local Energy Services Access Plan (PLASE) offers a solution that enables local authorities to identify available energy resources in order to sustainably meet the population's needs for modern energy services. Its aim is to match the needs to be met with the opportunities available locally to achieve these objectives. Consequently, it leads to improved access to energy services, particularly in rural areas. The PLASE, by design, is intended to be a decision-making tool at the local level. Its development must take into account gender and social inclusion, as well as community participation.
