The purpose of this analysis is to examine Mauritania's attractiveness to FDI, draw lessons from the analysis of several successful experiences in promoting FDI, and propose the reforms needed to enhance this attractiveness. The approach taken includes a general overview of the country's recent economic performance and trends in FDI. This overview highlights the major constraints to attracting FDI. The key elements of a more active and competitive FDI attraction policy are then discussed. The assessment criteria listed in this analysis lead to the conclusion that the Mauritanian economy is, on the whole, not very competitive or attractive-if at all-compared to the rest of the world, particularly its immediate neighbors.
