Building Safer Aquatic Systems is the inaugural volume of The Starlings Institute Human Systems Architecture Portfolio Series. This research portfolio examines aquatic safety as a complex public safety challenge shaped by governance, legislation, regulation, implementation, organizational capacity, workforce preparation, public trust, and continuous improvement.Developed through the interdisciplinary framework of Human Systems Architecture, this volume brings together four complementary Institute publications addressing Virginia House Bill 222, aquatic safety policy, implementation, public communication, and the regulation of private aquatic facilities serving children. Together, these works argue that aquatic safety cannot be strengthened through isolated interventions alone.
