Civil-Military Partnership in Complex Emergency: Building Bridges for Defence-Peace-Development

In Civil-Military Partnership in Complex Emergency, the author explores the most salient issues that necessitate the co-existence of civil societies and military organisations in response to catastrophic events. This book interrogates linkages between competitive advantages, communication, collaboration, cooperation, and coordination for effective and efficient rapid responses in safeguarding or protecting lives and properties in the face of various disastrous events such as floods, droughts, diseases, pandemics, earthquakes, volcanic activities, industrial waste and pollution, among others. In doing so, the author draws from the existing global pieces of legislation, policy frameworks, networked and inclusive policy practices and widely cited scholarly contributions in building the theory of civil-military partnership in complex emergency. Based on this theory, the author stimulates debate on the renewed partnership between civil societies and military organisations in times of multiple crises, absent of armed conflict, while respecting organisational autonomy, independence, and impartiality.
