Considerations to Facilitate the Accelerated Deployment of Small Modular Reactors

Developed under a Nuclear Harmonization initiative, this document offers practical strategies to fast-track SMR deployment by tackling key infrastructure challenges using the IAEA Milestones Approach. It lays out a strategic roadmap to optimize timelines, resources and ensure safe, secure, sustainable nuclear energy programs. This TECDOC was developed under the Nuclear Harmonization and Standardization Initiative (NHSI), Industrial Track Topical Group 4. The work of Topical Group 4 is designed to support the accelerated deployment of Small Modular Reactors (SMRs) by offering practical guidance to policymakers, nuclear energy programme implementing organizations, owner/operators, regulators and industry leaders. Drawing on global expertise and SMR development insights, it outlines key infrastructure issues under the IAEA Milestones Approach that may be impacted by nuclear power programmes tailored specifically to SMR technologies. It also lays out a critical path to streamline project timelines, optimize resources and ensure that the deployment is safe, secure and sustainable.
