The central message of this study is that cybercrime is not inevitable. Cybercriminals have invaded the web, social media, and all digital networks. The consequences are dire: in 2016, losses caused by cybercrime were estimated at $125.9 billion-approximately EUR117 billion-according to the 2016 Norton Report. This underscores the complexity of the issue. This book proposes potential solutions to effectively combat this global scourge. The Congolese Cybercrime Observatory has taken on this challenge, recognizing that combating cybercrime requires international collaboration. This initiative is intended to create a snowball effect in the sub-region and, eventually, across the African continent. It is clear that cybercrime experts from every continent will need to join forces to contain this "tsunami," if not eliminate it entirely.
