However, despite the existence of legislative and regulatory texts designed to facilitate the implementation of decentralization, we cannot help but note and deplore the fact that decentralization is still largely ignored by many Congolese. This is undoubtedly due to the lack of any real popularization of decentralization. The same is true of Congolese nationality law.This is why it is both necessary and desirable for the competent authorities to engage in a genuine effort to popularize these two subjects throughout the country.This publication is a contribution to this necessary popularization of the above-mentioned subjects.
