Drawing on the opportunities presented by cultural education in the non-school sector through funding programmes, this publication examines the decision-making processes involved in a case study implemented by several institutions (ministries) in order to highlight potential obstacles at the interface of project management. The first part of the publication describes the selected cooperation project between the Mercator Foundation and the federal state of Schleswig-Holstein, in order to subsequently establish the connection between the relevant aspects of quality, their relation to management and implementation, and the target group under investigation. From this, the second part derives the perspective of exemplary impact research and the analytical criteria of the evaluation instrument. With the aim of minimising potential for conflict, project management must ensure a link between people, organisation and task, and this must be made more flexible through management structures in order to further strengthen cultural mediation in its role.
