Digital Governance and Georeferenced Monitoring of Public Development

The governance of public programs constitutes a major challenge in many developing countries, where the geographic dispersion of interventions, the multiplicity of actors, and data fragmentation make the monitoring of public policies particularly complex. This book analyzes these issues through the case of the Local Development Program of 145 Territories (PDL-145T) in the Democratic Republic of the Congo, focusing on the georeferenced monitoring and evaluation information system established to track public projects.Through an analytical and critical approach, the author shows that the effectiveness of a digital system does not depend solely on its technical design. It also relies on clear administrative processes, effective institutional coordination, and a culture of accountability. The book thus highlights the organizational, methodological, and institutional limitations that hinder the modernization of public development monitoring in the DRC, while offering avenues for reflection to strengthen data governance and transparency in public action.
