Digital Governance and Public Service Delivery in Ethiopia: Assessing the Role of Technology Strengthening Accountability Ethiopia (2015-2025)

In an era defined by rapid technological innovation, developing nations face the critical challenge of modernizing public administration while ensuring government accountability. Digital Governance and Public Service Delivery in Ethiopia: Assessing the Role of Technology in Strengthening Accountability in Ethiopia (2015-2025) delivers a detailed, scholarly investigation into how technology adoption has reshaped state operations over a transformative decade. As African countries increasingly leverage digital infrastructure to streamline administrative processes, evaluating the systemic impacts and institutional outcomes of these reforms is essential for effective governance. This book critically examines the rollout of Ethiopian e-governance initiatives from 2015 through 2025, detailing the implementation of digital service portals, automated workflows, and electronic public records. By prioritizing questions of institutional integrity and transparency, the author assesses the extent to which digital tools have successfully minimized bureaucratic friction, combated corruption, and empowered citizens. The analysis moves beyond theoretical optimism to confront hard practical realities, addressing key structural constraints such as digital literacy gaps, connectivity bottlenecks, and regulatory challenges. Grounded in empirical policy research, the text tracks digital initiatives across local, regional, and national government levels. It demonstrates how technology policy intersects with Ethiopia's overarching developmental goals, offering a realistic account of policy intentions compared to field-level achievements. Through this comparative approach, the book establishes practical models for understanding digital public infrastructure as a tool for institutional transformation rather than mere technical modernization.
