Effectiveness of non tax revenue mobilization mechanisms.

The Democratic Republic of Congo is an African country with a subsoil exceptionally rich in raw materials. But its economy is much poorer today than it was at independence. The inefficiency of tax and non-tax revenue mobilization mechanisms, the disorganization of the supply side and the almost continuous erosion of demand have led to a downward spiral in recent years, resulting in the computerization of entire sectors, and even their criminalization, until the country settled into a war economy at the end of the 1990s. From now on, the country should focus on the performance of mechanisms for mobilizing the various public-sector revenues and strengthening the State with a view to leading the economy and society towards emergence. The reduction in poverty is significant, but remains insufficient, and highlights the weak link between revenue growth and economic and social development, despite the country's objective of achieving emergence by 2030.
