Consumers are empowered to provide demand flexibility—crucial for integrating variable renewables—and purchase or produce ‘green’ electricity. Focusing on EU and Belgian law, this research examines key legal issues associated with developing an implementation framework for consumer empowerment within the context of the low-carbon energy transition. Dr. Ting Chen (1994) obtained her Doctor of Law degree from Ghent University in May 2025, with research co-funded by the China Scholarship Council and the BOF funding of Ghent University. She also holds an LL.M. in Energy Law from the University of Aberdeen (2019), a Master’s degree in Environmental Law from Wuhan University (2020), and a Bachelor of Law from Anhui University (2017).
