This report examines the impact of the Health Executive Leadership Development Program in Papua New Guinea, illustrating how context-specific, practice-based leadership development can strengthen health system performance. Introduced to enhance leadership and management following health system decentralization, the program has trained senior health executives from across the country. The report draws on interviews with program graduates and other stakeholders and highlights improvements in leadership confidence and decision-making, as well as stronger alignment with national health priorities. The findings show that the program has been a transformative investment.
