Due to the use of areas close to water, every effort must be made to achieve optimum protection with the design options available. In many local situations, including in the Wachau region, permanent flood protection measures are not possible or desirable. Mobile protection systems that work in close cooperation with flood forecasting systems are therefore used (see BMLFUW 2002: 33). Flood forecasting must therefore perform the highly complex task of combining various factors such as weather, vegetation, soil and landscape forms in order to produce realistic forecasts and to guide human flood protection activities (cf. Blöschl et al. 2013: 9).
