Bol Dynamic spectrum access is a promising technique for the efficient use of the spectrum, as it allows spectrum gaps to be utilized according to each user's needs. With this technique, there are two categories of users: primary users, who have a high level of access to resources, and secondary users, who have a low level of access to resources. We are developing an auction-based dynamic spectrum access protocol for the digital dividend. Through this protocol, networks bid to become primary or secondary users based on the utility they expect to receive or the type of traffic they wish to carry. The problem of allocating primary and secondary rights on a channel is solved by processing the bids with the objective of maximizing the regulator's revenue or maximizing social equity. Assuming that each network makes its bid independently of the others, we propose an algorithm that optimally solves the access allocation problem for the digital dividend.
