Guardianship and decentralization in Cameroon

Decentralization is the transfer of resources and skills from the central power to the periphery. In effect, it's the same administration that acts, but the handle has been shortened, as Odilon Barrot thought.Trusteeship is a means to decentralization. It is simultaneously a tool for protecting legality, and a means of guaranteeing the autonomy of decentralized local authorities.
