Bol The Republic of Madagascar has been responsible for the administration of its civil servants since 1960. It is the Administration's responsibility to ensure the efficient and equitable recruitment, training and remuneration of public servants, in order to guarantee the optimal operation of public services and the satisfaction of citizens. Nevertheless, more than forty percent of public resources are allocated to the remuneration of civil servants, and many African states face difficulties in ensuring quality public services due to poverty, political and administrative structure, and the irregular nature of reform programs.Recognition of employees' efforts, the overall organizational atmosphere and the quality of the relationship with hierarchy are also important factors influencing motivation. Research suggests that efforts to shift the paradigm through mass media could induce significant changes in the state of affairs.
