In this book, the author investigates the major concern of the new phenomenon of the conseil communal or urban council in the Congolese legal, social and administrative arsenal, whereby the actors known as the conseil communal or urban council are expected to advocate the essential notions of public administration, from central and provincial power through decentralized territorial entities to deconcentrated entities.The author has essentially analyzed the concepts of public administration, starting with central government, the provinces and decentralized territorial entities, which have free administration and autonomy to manage their human, economic, financial and technical resources. This research has gone a step further, addressing issues relating to the administrative acts that organize and harmonize public administration. While analyzing questions relating to public services, controls, preparation of activities and attitudes adopted for an effective parliamentary mandate.
