'Instant Runoff Voting in Elections for Mayor and District Administrator in Brandenburg': The author examines, starting from foreign models, whether the legislature in Brandenburg may introduce instant runoff-voting for elections of mayors and district administrators. Such an electoral reform is compatible with the Basic Law and the Brandenburg constitution. Instant runoff-voting may be applied alongside other voting systems on the same day. However, a law empowering each municipality in Brandenburg to decide for itself whether its mayor or district administrator is elected in two rounds or via instant runoff voting is unconstitutional as a rule.
