Labour migration in the care sector: Needs and options for action

This thesis examines labour migration in the care sector, the demand for such migration, and the options for action in this area. It begins by outlining the structure and demand of the care market in Germany. This is done using figures from current care statistics, which highlight the shortage of skilled workers and the reasons behind it, alongside forecasts for future labour shortages and measures already implemented domestically. The topic of labour migration is then discussed. In this regard, the legal framework and the structure of labour migration are first outlined, and there is also a chapter on domestic helpers from abroad. The thesis then highlights various opportunities and limitations of labour migration, which affect the destination country and businesses, the country of origin, the migrant workers themselves, and their families. Furthermore, various initiatives relating to labour migration are outlined. The thesis concludes with various recommendations for action and a summary.
