Bol The rise of neoliberalism in the 1980s profoundly transformed social policies in Latin America. Under the logic of targeting and efficiency, the State ceased to guarantee universal rights and became a manager of poverty, administering precariousness through assistance programs. Authors such as Foucault (2007) and Lorey (2016) have pointed out that these policies function as mechanisms of governmentality, modulating the lives of the most vulnerable sectors and ensuring governance in contexts of inequality.
