Starbury is a dull village. It is made even duller by the local councillor, Ms Cordula Petris, and her spiteful sidekick Mr Nasticus, who loves to spread misery and boredom. When he sees Milda building a snow figure in her garden, he marches in and orders it to be destroyed. This, along with a council order to cut down the most magnificent tree in the area, sets off a series of events that leads to a showdown between Ms Petris and the villagers. For what she doesn't know is the snow figure is alive and has been sent by the Forces of Nature to stand up for their protection.
