NATO, on the Brink of a New Millennium

This study charts the course taken by the discussions within the North Atlantic Treaty Organization's (NATO) political and military bureaucracies, and maps out the debates within the military apparatus which have influenced the political process. Shortly after the fall of the Berlin Wall, the symbol of the European revolution in 1989, work began on a new strategic concept for NATO. It represented the first milestone in the alliance's adaptation to the new security situation. The period which followed has been one of the most highly charged and significant in the alliance's history. This work of political analysis follows the evolution of NATO's new identity. It covers the intense political processes within NATO and the struggle to achieve concensus which precedes every major and far-reaching decision.
