Through a Rapid Review and semi-structured interviews with stakeholders, 13 key thematic areas were identified, including barriers to change, communication, leadership, workflow, and socio-cultural factors. The study also reviewed various change management theories such as Kotter's model and the Theory of EHR Affordance Actualization. The analysis revealed 166 codes and 17 code groups, highlighting both common and locally specific challenges. The research emphasizes the essential role of health informaticians and health information units in sustaining change and overcoming resistance. It also underscores the importance of addressing mindsets, attitudes, and preparing strategic plans to manage resistance. The study concludes with recommendations for adapting digital health solutions to local contexts and suggests further testing for national-level implementation.
