In 1917 the constitution was changed by the extra-parliamentary cabinet led by Pieter Cort van der Linden in order to resolve the antithesis between religious and secular parties. It implemented both universal suffrage, proportional representation and equal payment for religious schools. The politics of the Netherlands take place within the framework of a parliamentary representative democracy, a constitutional monarchy and a decentralised unitary state. The Netherlands is described as a consociational state. Dutch politics and governance are characterised by a common striving for broad consensus on important issues, within both the political community and society as a whole.
