This publication explores the experiences of the business community in complying with government regulations at the subnational level in the Lao People's Democratic Republic (Lao PDR). It aims to help inform private sector development. It draws on the findings of the second Provincial Facilitation for Investment and Trade survey. It highlights comparative insights in six areas: (i) ease of starting a business, (ii) transparency and access to information, (iii) regulatory burden, (iv) informal charges, (v) consistency of policy implementation, and (vi) the business friendliness of the provincial administration. It notes improvements in the business environment across all provinces because of progress in registration requirements.
