The fundamental problem with modern governments isn't that they are too big or too small, too capitalist or too socialist, too liberal or too conservative. It is that government is too often treated as a one-size-fits-all institution, applying the same political and economic logic to problems that exist at fundamentally different scales, from individuals and communities to municipalities, states and regions, and ultimately the nation itself. Proxism begins with a different premise: government should operate according to the scale of the problem it is being asked to solve. Power should remain as close to the individual and community as practical, rising to higher levels only when the nature, reach, or complexity of a problem requires it. At the same time, constitutional protection must flow in the opposite direction. The nation establishes the fundamental rights, equal civic standing, and constitutional boundaries that protect every person; states and regions provide coordination and institutions appropriate to their scale; local governments adapt governance to the conditions and needs of their communities; and individuals, families, associations, and communities retain the freedom and responsibility to govern those matters they are capable of managing themselves. This creates a government that operates in two directions. Information, representation, local knowledge, experimentation, and political authority move outward from the individual toward higher levels of government as necessity requires. Constitutional rights, protection, coordination, and essential guarantees reach inward from the national order to every community and every individual. Higher levels establish boundaries and guarantees more often than they prescribe methods, leaving lower levels free to respond to circumstances that distant institutions cannot know as well. Proxism therefore does not argue simply for more government or less government, nor for centralized government or decentralized government. It asks a different question: Which responsibilities belong at which level, what form of organization is best suited to them, and what limits should govern the exercise of that power? Power should rise only as far as necessary. Protection must reach all the way down. That is the foundation of Proxism.
