This work discusses the procedures to be followed in public procurement. For competition to exist, the principles of public procurement-equal treatment of bidders, free access to public procurement, and transparency of procedures-must be respected. The open competitive bidding process is the best method for awarding contracts based on competition. However, these procedures are not always followed and do not result in pure and perfect competition. Restricted bidding and negotiated contracts are exceptional procedures in which competition does not exist.
