Synod of Salona: 530 AD

The Council of Salona (15 June, in the consulship of Lampadius and Orestes) issues canonical decrees to protect church resources, enforce proper procedures for borrowing or pledging church property, forbid sale or exchange of ecclesiastical estates except by strict provision, condemn simoniacal practices and illicit ordinations with penalties, restrict transfers of clergy between churches without authorization, regulate monastic superiors and clergy mobility, require adequate clerical stipends, limit clerics' involvement in others' legal affairs, and prohibit usury and improper creditor claims. Measures emphasize episcopal oversight, archiepiscopal consent, and penalties for transgressors to safeguard the poor and church integrity.
