By focusing narrowly on eliminating known dangers through rigid verification and technical controls, arms control has inadvertently neglected uncertainty management—the ability to acclimate to the unknown. This book proposes an adaptive approach: one that focuses on managing ambiguity rather than eliminating it and reflects how real-world decisions unfold under pressure.
