The Body in Apartment Nine

Warren Shaw, Trent's former partner, admits helping construct Apartment Nine and concealing evidence, though Arthur Bellweather is revealed as the architect of the modern operation. Arthur transformed his father's secret system into a vast business that tracked, held, and sold vulnerable people. After Arthur attempts to destroy the original ledger, burn the Bellweather, and murder Owen-the only surviving eyewitness who saw him enter Mara's apartment-Trent stops him. Nora preserves Mara's evidence, and DNA, video footage, financial records, and witness testimony prove that Arthur murdered Mara while Warren and Captain Venn helped conceal the crime. Arthur is convicted, the surviving witnesses remain protected, and Apartment Nine is finally restored to the official city record as a crime scene. The central murder is solved, but the final discovery of a photograph showing another secret door in a different Bellweather-owned building suggests that Apartment Nine was never the only hidden room.
