the City Beneath Moonsea

Mara, a young woman living in a mysterious harbor, discovers that the legendary drowned city of Lumeris has risen from the depths after an ancient underwater bell begins ringing and ships mysteriously disappear. Drawn along a magical silver path across the sea, Mara meets Queen Nerissa, who reveals that Mara has returned to Lumeris from a previous life and is the only person capable of opening the city's palace.
