the City Beneath Rain: An Urban and Political Fantasy

A rain-scribe uncovers a city that has been hiding an entire class of citizens from history.Thirty-one-year-old Nara Pell is a civic weather clerk who believes records protect people-until she discovers what her own office has systematically removed. In the vertical capital of Veyr, a city defined by rain bridges, cistern towers, and flooded libraries, the rain covenant has been manipulated to redistribute memory. This forced amnesia keeps the surface population calm, while the subterranean depths of Low Veyr are left to bear the brutal history of political violence. When altered records, drowned maps, and missing names begin surfacing in the rainfall logs, Nara teams up with Senn Aru, a thirty-six-year-old underground archivist and former government cartographer who distrusts every institution, including the rebellion itself. Together, they navigate a dangerous civic conspiracy governed by rain magic-which moves memories between places-and rely on luminous ink eels that live in the civic reservoirs and consume altered records to uncover the truth. To restore the city's lost voices, Nara must risk everything to open the rain archive to public witnesses. The City Beneath the Rain is a gripping urban and political fantasy about civic responsibility, the heavy burden of truth, and a society that must learn it cannot claim ignorance forever.
