This study introduces the Clinical-Criticality Quotient (clinical criticality quotient), a new patient-centered risk index. It measures healthcare disruptions based on their effect on patient functions like breathing, mobility, thinking, and independence. Unlike traditional metrics focused on cost or equipment, the clinical criticality quotient weights failures by how severe, fast, and permanent the resulting functional loss is. This provides a more accurate and fair national risk ranking. The index turns operational problems into measurable patient harm, shifting risk assessment from system performance to patient recovery.When tested against past healthcare crises, the clinical criticality quotient correlates more closely with bad outcomes like death, disability, and long recovery times than older methods. This framework supports fair resource sharing, proactive emergency plans, and better patient-focused decisions. It offers a vital tool for health systems dealing with aging populations, limited resources, and growing operational strain.
