THE COGNITIVE GAP: Development challenges and digital literacy in transition economies

This book analyzes how the cognitive gap, deeper than the access gap, limits development in transition economies. Based on a critical approach to technology and digital literacy, it shows how infrastructure alone does not generate progress if it is not accompanied by cognitive, ethical and productive competencies.
