For large sections of the public and society, the 'dark web' represents a kind of 'black box'. Regardless of this fact, however, there are consistently negative associations with this network. The financial impact of cyber-attacks on critical infrastructure serves as a further argument, with the 'dark web' usually being identified as the source and cause. The multiple benefits of this network are overlooked. The frequent linking of cyber security and national security places additional pressure on political decision-makers. This creates the risk of implementing ill-conceived and one-sided interventions and regulatory measures, which can sometimes have far-reaching negative consequences for the socio-technical system and the fundamental rights and freedoms of citizens. In states with autocratic political systems, there is also a vital interest in increased surveillance and control of cyberspace and, in particular, the 'dark web'.
