All of them are gunning to gain the advantage that the woman's brother could bring to their organization. The kidnapped boy was actually a genius who knew how to bring the power back and get every electrical piece of equipment working again. Including tanks, airplanes, and electricity. Every faction in America wanted that advantage and was willing to kill Roger and all his people to get it.
