This book was born out of a concern. Not the vague, media-driven concern that accompanies every geopolitical crisis, but a structural, reasoned, and enduring concern : that the European Union is heading into the most decisive decade of its history-the transition to carbon neutrality- without having fully assessed the new dependencies it is creating, nor the hostile geopolitical conditions in which it is creatingthem .I have been working on issues of European security, the geopolitics of resources, and regional integration for years, at the intersection of academic research, university teaching, and dialogue with practitioners-diplomats, European civil servants, and engineers in variousindustrial sectors . This book is where these experiences converge and take the form of an analysis rigorously grounded in data and rooted in the major theoretical debates in international relations.
