This book focuses on the clarification of concepts and the evolution of program evaluation practices from the Western scale (America and Europe) to the African scale, via the experience of Niger. This comparative analysis of program evaluation practices consolidates the validity of this study. This was followed by a review of previous work on program evaluation, and an analysis of the theoretical underpinnings of program evaluation, including the different paradigms and theories of program evaluation. This enabled us to model the theoretical process of program evaluation and define our frame of reference (model).
