The Impact of Employment and Vocational Training Policies in Kosovo

This monograph examines the relationship between politics, employment, and professional qualification within the framework of public employment policies. It begins with a review of relevant literature and outlines a clear research methodology, including problem identification, data collection methods, hypotheses, variables, and ethical considerations. The theoretical and legal framework defines and analyzes the key concepts of politics, employment, and professional qualification, followed by a synthesis of these perspectives. It also explores active labor market measures such as public works programs, internships, on-the-job training, wage subsidies, and entrepreneurship initiatives. The empirical section presents findings from interviews with employment offices and training centers, as well as questionnaire surveys. The discussion evaluates governance, staffing, employment conditions, vocational training, and international practices in public employment services.
