Bol To ensure the proper administration of justice before the courts established in a State, every person in general should have the right to a judge assigned to him by law, and, under Congolese law, every Congolese has the right to a judge, in accordance with article 19 of the constitution of February 18, 2006, as amended by law no. 11/002 of January 20, 2011. However, we have come to the bitter realization that neither the constitution nor any particular law has expressly provided for a judge for an offending former Prime Minister, and this has led to what some have described as a "jurisprudential reversal", and others as a Tower of Babel, when analyzing the two positions taken by the Constitutional Court in the BUKANGA LONZO case, in seeking to find a judge for a former Prime Minister. It was more than important and judicious to carry out a study on this matter, to enable the Congolese judiciary to take an appropriate position to desecrate the impunity indexed by this unspoken case.
