The Philosophy of Housing and Public Utilities: Part 2: Self-governance versus Monopolism

Since the early years of Russia's democratic choice, the authorities have declared in their legal acts that the goals of reforms in the housing and communal services sector are to create conditions for the formation of a middle class and for the maximum transition to self-governance in the housing sector. Since the mid-2000s, the anti-reforms of the housing and communal services have been carried out by destroying the single object of management - the condominium, as well as perverting and gradually destroying the single subject of management - the HOA. Self-organization of our citizens can transform our country and pull down the secret veils of financial oligarchs in the housing and utilities system. The main thing that self-management brings to the system of housing and communal services is an ethical dimension and an ethical system of coordinates.The author conducted a detailed historical and legal analysis of the system of housing and communal services and housing legal relations in Russia, and proposed tools to counteract self-government monopoly in the housing and communal services.
