*The African State and Democracy Under Scrutiny* is a modest attempt to synthesize current trends in the development of a relevant model of the state in Africa-one that can meet the formal and substantive requirements for the existence and functioning of a state in its rational, scientific, and universal sense, supplemented by the postulated model of the rule of law and democracy. An introduction in three (03) points that offers readers an overview of democracy in its substantive definition, the conception of the state stripped of the "African characteristics" that sometimes deprive it of its essence, and the sociopolitical considerations that must be removed from the model.Two (02) successive chapters on the African state and the dynamics of its democratic entrenchment at the dawn of the 21st century.The bibliographic, documentary, normative, and jurisprudential references selected here reflect a commitment to legal and doctrinal precision, which illustrates as much as possible our desire to adhere to a kind of pedagogical virtue in that "everything lies in the spirit of the laws."
