the System Tier: American Wildfire Under Reorganization, and Futures It Is Choosing Among

The American wildfire system is being restructured while it operates. The System Tier examines the institutions, incentives, and structural tensions beneath that restructuring - exposure, regime, governance, capacity, federation, and knowledge - and the five feedback loops through which they compound. The analysis documents twenty-five conditions across authority, mission, workforce, fiscal, intergovernmental, and knowledge clusters, each presented with its mechanism and the local rationality of the actors inside it. Three commitments govern the work: explain, don't judge; multi-level honesty; and evidence discipline, with conditions marked by sourcing and a verification list for independent confirmation. The System Tier is the first volume of a three-tier body of work. The Incident Tier addresses the coordination machinery that converts national capability into incident outcomes; the Operational Leader's Field Guide addresses the leader's own decision discipline under pressure.
