This book offers a critical analysis of the United Nations' due diligence policy regarding the respect for and protection of human rights in crisis contexts. Through a case study of the Democratic Republic of the Congo, it examines the normative foundations, institutional rationales, and operational mechanisms that govern UN action when it interacts with national actors in fragile situations. The analysis highlights the requirements of prevention, vigilance, and accountability, as well as the conditionality and monitoring mechanisms designed to prevent any indirect contribution to serious violations.Drawing on the Congolese context, the book questions the effectiveness of this policy in the face of constraints posed by an environment marked by persistent armed conflict, structural instability, and major security challenges. It highlights the gaps between stated principles and their practical implementation.
