The origin of modern systems engineering (SE) has been traced to systems thinkers who sought new methods to resolve problems encountered during the development of sophisticated military systems prio r to World War II [Brill, 1998:260; INCOSE, 2011:8]. These systems generally fell into the category of detail complexity where the system functions and architectures could be accurately represented by functional hierarchies with clearly defined partitions, localized relation ships and predictable behavior [Senge, 1990; Calvano and John, 2004]. Although the number of possible system design alternatives was astronomical, the relationships and possible interactions between their constituents were well understood.
