In this book, I have described the Congolese economy during the 1990s and 2000s. The conclusion is clear: the economic and financial situation in the Democratic Republic of the Congo that prevailed at the end of the last century and even at the beginning of this century led to a severe deterioration of the economy. Indeed, GDP growth rates were low, even negative; per capita income fell from $191 in 1990 to $82.6 in 2000. Inflation remained very high throughout the 1990s, reaching, for example, 3,642% in 1991, 9,796.9% in 1994, and, more recently, 511% in 2000. Public finances consistently resulted in significant deficits, covered primarily by advances from the Central Bank of Congo. However, the shift from the economic underperformance of the 1990s to economic performance, the return to a growth trajectory beginning in 2002, and the relative stability of prices and the exchange rate are all factors that have offered hope. Unfortunately, the poverty of the average Congolese person has remained very severe.
