The framework of this book analyzes the litigation guarantees available to individuals in the context of legal-urban relations, from the perspective of Building and Urbanization Law. The research aims to analyze the evolution of Urban Planning Law in Portugal, seeking to answer the following questions: what contentious guarantees are provided for in urban planning? Has this always been the case? Are the procedural means of administrative justice sufficient to guarantee the position of individuals in urban areas? Are urban planning summonses, judicial summonses for the performance of legally due acts and summonses for the issuance of permits redundant, since there are similar procedural means such as condemnation actions for the performance of legally due acts and summonses for the provision of information and the issue of certificates, and are therefore unnecessary? Do they guarantee the position of the private individual in any special way?
