VENEZUELA'S EXTERNAL PUBLIC DEBT. LEGAL CONSIDERATIONS FOR ITS RESTRUCTURING

This book by Professor Rafael Badell analyzes the origins of Venezuela's external public debt and highlights the historical recurrence of successive restructuring processes to amortize it and lighten its service. In the boo, the author also examine its current amount, default and its repercussions at the international level. The book develops the conceptual framework and legal nature of external public debt, as well as the procedure under Venezuelan law to initiate a restructuring process, and outline the motivations for carrying out this process in a comprehensive manner and the challenges that this would present in the political, economic and legal environments. Also, the relevant doctrinal proposals on the possibility and form of carrying out a voluntary restructuring process are analyzed, concluding with a comprehensive proposal of essential guidelines for restructuring.
